The Philippine Law and Regulation

All legal online casinos in the Philippines are licensed and regulated by PAGCOR. PAGCOR is a government organization established under Presidential Decree 1869.

New Gambling Laws and Measures in 2026

  • This year PAGCOR strengthened its Responsible Gaming framework even further. Here is what has been implemented:
  • Online self-exclusion is now mandatory across all PAGCOR-licensed platforms. This tool used to be optional, but now all casinos are required to offer it.
  • Identity verification before play is now strictly enforced. Players can no longer access the platform or play the games before completing their KYC verification. This gap has been formally closed.
  • Gambling advertisements during prime time are now banned on broadcast media. PAGCOR is evaluating the possibility of extending this ban to all broadcast hours.
  • PAGCOR launched the National Problem Gambling Helpline. The helpline, operated in partnership with Seagulls Flock Organization Inc. – a mental health and addiction treatment group, offers 24/7 confidential counseling for players and their families. PAGCOR Chairman Alejandro Tengco described the context directly: “For many, gaming is just a form of leisure and recreation. But for some, what may start as entertainment can gradually lead to financial strain and ruin, emotional distress, damaged relationships, and isolation.
  • PAGCOR began accrediting treatment and rehabilitation centers specifically for problem gamblers, and is preparing localized translations of its responsible gaming tagline “Gambling is addictive, know when to stop” to improve public awareness.

Signs That Gambling Can Become a Problem

Most players will never experience these signs, but it is good to know what to look for in yourself and people close to you.

PAGCOR identifies the following as signs of gambling harm:

Financial warning signs

  • Spending more than you can afford to lose
  • Chasing losses — playing more to try to win back what you have already lost
  • Borrowing money from family or friends to continue playing
  • Hiding transactions or withdrawals from people close to you

Behavioral signs

  • Often playing for longer than you planned
  • Neglecting work, studies, or family responsibilities because of gambling
  • Lying to family and friends about how much time or money you spend on gambling
  • Feeling unable to stop

Emotional signs

  • Gambling to escape stress or loneliness
  • Feeling ashamed after a session, but consistently returning to play more
  • Feeling restless or irritable when trying to play less or stop
  • Feeling that you need to win to feel better

Responsible Gambling Tools Available to You in the Philippines

Self-Exclusion Through PAGCOR

PAGCOR operates a national self-exclusion register. You can apply to exclude yourself from all PAGCOR-licensed casinos for periods of six months, one year, or five years.

The first six-month exclusion period is irrevocable. This means that once you’ve submitted your request, it cannot be reversed during that period. Family members may also apply for exclusion on behalf of a spouse, child, or parent, for periods of six months, one year, or three years.

Deposit and Loss Limits

Most PAGCOR-licensed casinos allow you to set daily, weekly, or monthly deposit and loss limits directly from your account settings. These take effect immediately. Setting limits in advance (before you need them) is more effective than trying to stop mid-session.

Take a Break
