Many of our players have been asking us to explain what PAGCOR online casino really means. We compiled a full guide explaining what PAGCOR is and what it does, and what playing at a regulated casino means for us Pinoy players.
What Is PAGCOR
PAGCOR is a government agency in the Philippines. Its name means “Philippine Amusement and Gaming Corporation”. PAGCOR controls legal gambling in the country – both land-based and online. The authority makes sure that online casinos follow the Philippine law and sets rules to protect players.
What Is a PAGCOR Online Casino
A PAGCOR online casino is basically a casino that is licensed to operate in the Philippines, which means it can legally offer online gaming, including scatter games, live casino, table games, bingo, and sports betting.

What a PAGCOR License Means for you as a Player
First of all, a PAGCOR license doesn’t mean that a casino is perfect. It only means the casino follows the rules and undergoes regular (often random) audits and checks. A PAGCOR casino must protect player data, use approved game systems, and legal payment methods.
This said, even when you play at licensed casinos, you can experience bugs, customer service issues, and payment issues. These are operational problems that every casino solves in its own way (or not!). This is why we don’t give all licensed casinos 5-star ratings.
It is also important to know that a PAGCOR license does not guarantee that the players will win money. Casino games are based on chance. The license does guaranee that your data and money are secure, and you can play, deposit, and cash out without being scammed.
How PAGCOR Regulates Online Casinos
PAGCOR controls casinos before and after they open.
Before a casino goes online and starts marketing itself and accepting players, it must submit loads of documents. PAGCOR checks the company, the owners, and the systems used.
After licensing, PAGCOR continues to monitor casinos. It can audit operations, investigate complaints, and suspend or cancel licenses. The main areas of regulation and auditing will be the following:
- Casino games offered on the site / app. PAGCOR checks if games work fairly and randomly. Unapproved games will be rejected.
- Payments and payment providers. Casinos must use legit local payment methods.
- Promotions. For example, the casinos are not allowed to promise guaranteed wins, and bonus rules must exist and comply with the rules.
PAGCOR and Gcash Casino Games
As we all know, GCash is the most used e-wallet in the Philippines. Most players use it to deposit and withdraw money at online casinos.
Many of us still remember being able to play scatter games in Gcash. But we also remember when the rules changed. In 2025, Bangko Sentral ng Pilipinas ordered all e-wallets (GCash, Maya) to remove casino games from their apps.
To clarify (as some players are still unsure), this new law didn’t ban online casinos or playing for casino games with GCash or Maya. Players can still use GCash at PAGCOR online casinos. The difference is that players must now visit the casino website directly and pay there. GCash no longer shows casino links inside the app.
This change was made to reduce impulsive gambling and protect people. It makes sense and promotes responsible gaming.
PAGCOR Games: What You Can Play at Licensed Casinos
PAGCOR games cover a wide range. Basically, every game that you can play on a licensed casino app has been reviewed and approved by PAGCOR before players can access it. So when you’re playing on a licensed site, you know that PAGCOR checked and cleared all the games.
The most popular PAGCOR games among Pinoy players are scatter games, but PAGCOR goes beyond slots. They also check and accredit live dealer games (the ones with real hosts), table games like baccarat, blackjack, and roulette, sports betting, bingo, and arcade-style games, including fishing games.
Scatter Games at PAGCOR Online Casinos
Most PAGCOR online casinos offer the most popular types of games: scatter games, live dealer games, and table games. Scatter game providers usually include popular names like JILI, PG Soft, Pragmatic Play, Fa Chai, and others.
Up to 10,000x max win with 97% RTP
96.75% RTP with a Max Win of up to 5000x!
97.22% RTP with up to 10,101x maximum win potential!
96.5% RTP, and a 3000x max multiplier!
Some casinos also offer bingo and arcade-style games, and even their own games (for example, Bet88 Originals).
The PAGCOR games will vary from casino to casino. It basically depends on which providers the casino partnered with. Bigger ones like Playtime, Bet88, or S5 have around 2-3K. Smaller casinos keep a tighter selection, but still cover what most players are looking for (e.g. Super Ace or Piñata wins you basically find everywhere).
Benefits of Playing at PAGCOR Online Casinos
PAGCOR online casinos operate legally in the Philippines. They support local payment methods. There is a regulator behind them. This gives players more protection than unlicensed sites. Problems can still happen, but the risk is lower.
PAGCOR and Casino Apps
Some PAGCOR online casinos offer mobile apps (for example, Playtime PH), but most of them just offer mobile-friendly sites. The sites actually work well on phones, and some players find it easier to use, because you don’t need to download anything.
Remember: if a casino offers an app, you should only download it from their official sources. Random APKs can be very dangerous and put your personal details and money at risk.
PAGCOR vs Foreign Casino Licenses
Some casinos that you find online (for example, 1xBet) have foreign licenses. The most common ones are Curacao, Malta, UK Gambling Commission, and the Isle of Man. None of them is focused on the Philippine market.
The Curacao license is one of the most common ones. It is relatively easy to get, which also means that the rules are lighter compared to other regulators, and the player protection is limited.
Are Online Casinos Without a PAGCOR License Allowed in the Philippines?
The short answer is NO. If an online casino accepts players from the Philippines, it’s not allowed to operate in our country without being approved by PAGCOR.
Some foreign casinos still accept Filipino players even without a PAGCOR license. As such, a foreign license doesn’t mean the casino is illegal. It is legal somewhere else, just not in the Philippines.
Playing at an unlicensed online casino has its risks:
- No local protection (meaning if something goes wrong, there is nowhere to complain and nobody will help you)
- Withdrawal problems (from delays to locked accounts and never-ending KYC loops)
- Loss of local payment support (Gcash and Maya can just disapper over night)
- Bonus traps, hidden rules, and in the worst cases, sudden closures (together with all your cash)
Basically, our advice is to stick with PAGCOR online casinos and not test your luck with the unlicensed ones. In most cases, it won’t be worth the risk.

To Sum It Up: What PAGCOR Is Responsible For Exactly
PAGCOR has many duties:
- First, PAGCOR regulates gambling. It sets rules for casinos and gaming sites and checks if casinos follow these rules.
- Second, PAGCOR gives licenses. A casino cannot legally operate in the Philippines without approval. PAGCOR decides who can offer gambling services and who cannot.
- PAGCOR also collects fees and taxes from casinos. This money goes to the government. It helps fund public programs, social services, and tourism.
- Another important duty is responsible gaming. PAGCOR requires casinos to protect players. This includes age limits and warnings about gambling risks.
- PAGCOR also works with other government agencies. It helps fight illegal gambling activities and shady online casinos.
Common Misunderstandings About PAGCOR Online Casinos
- Some players think that being licensed by PAGCOR means guaranteed wins. This is wrong.
- Some think all PAGCOR casinos are the same. This is also wrong. Different companies own them and they have completely different operations. A PAGCOR license means they follow the rules, not that all these casinos are perfect.
FAQ: What Our Players Ask About PAGCOR
PAGCOR is short for the Philippine Amusement and Gaming Corporation. It’s the government authority that regulates all gambling, like casinos, online casinos, bingo, etc.
Yes, it’s legal. PAGCOR was created by the government, so it doesn’t get more legal than that, actually. You can be sure that if a casino has a PAGCOR license, it has gone through a proper application and assessment by them.
The government. In fact, they report to the Office of the President. The revenue PAGCOR generates goes back to the state. They say they use it for funding public services and infrastructure.
Quite a lot, actually. Scatter, live casino, table games like baccarat, poker, blackjack, sports betting, bingo, lotto, etc. The game providers like JILI, PG Soft, Pragmatic Play, Fa Chai, and others also need approval before their games can go on any licensed casino. You can be sure it’s been checked if a game is on a legit PAGCOR site.
Yes, they can. Foreign players need to be 21+ and be able to complete the KYC process. Most online casinos restrict foreign countries, though when you’re playing from abroad.
No, it’s not. But since August 2025 GCash and Maya can’t show casino links in their apps. Basically, you won’t find casinos inside GCash now and GLife doesn’t hosts casino games. But using GCash to deposit or withdraw is still fine. You can find more information about GCash in our article here.
Pagcor.ph has a list of all licensed operators. You can also check the casino’s site, because the licensed casinos must display their license number (usually in the footer or somewhere on their About page). No license number anywhere on the site? Walk away. Fake casinos can cost you a lot of money and wasted time.
Bet88 is a Philippine-licensed casino (which means it operates under local Philippine law). It’s not running on a Curaçao license like some of the gray casinos you find online.
Yes, 747 is a licensed casino.
Remember: PAGCOR online casinos are the safest option for Pinoy players. However, when you gamble, there is always a risk of losing. To have fun without being scammed and breaking the bank, play only at PAGCOR casinos, learn the rules of the games, set your budget, and play responsibly!
